Update for the week – 1 May 2020

In recognition of the fantastic work the community has done in social distancing, some of the stage 3 restrictions in WA were relaxed last week. This means that indoor and outdoor non-work gatherings are now allowed for up to 10 people. In addition, the front office of the Shire Administration building has re-opened, with access limited to 6 people at one time.

CUSTOMER SERVICE COUNTER TO RE-OPEN

The Shire of York Administration Centre will be OPEN from Thursday 30 April.

The following controls will be in place:

  • Line marking to indicate social distance requirements
  • Maximum of 6 visitors at any time
  • All visitors to have their temperature taken using a non-contact laser thermometer
  • Anyone with a raised temperature will be asked to leave
  • Anyone who is feeling unwell is asked to stay home

The Dept of Transport Licensing facility will be open. The Library counter only will be open for collection and drop off, browsing for books will not be available at this time.

These easements are in response to the current circumstances and are subject to change should the situation change.

COVID-19 – COMMUNITY TO REMAIN VIGILANT

Despite the slight easing of restriction to allow 10 people to gather, the advice is to continue to practise appropriate social distancing and stay home except for:

  • Shopping;
  • Medical or health care needs;
  • Exercise;
  • Childcare or school;
  • Work;
  • Recreational activities such as picnics, walking, running and camping - all in compliance with travel restrictions, social distancing and the 10-person rule.

All public playgrounds and skate parks remain closed; however the bowling greens and tennis courts have re-opened for social use.

YORKIND

The YORKIND project was launched a month ago on Friday 27 March to provide a coordinated approach linking volunteers and services to members of the community facing challenges and increasing social isolation.

Recently, 579 residents were identified as being a higher risk group. The YORKIND team called all of them and spoke to individuals or left messages. 286 people remained on the list to be called again in the first week of May, these people have either requested a second call, or were not in and a message was left.  Calls have now recommenced for a second round.

STRATEGIC COMMUNITY PLAN - COMMUNITY CONSULTATION

The draft Strategic Community Plan will be available for public comment from 4 May 2020. Many members of the community contributed to the Imagine York 2030 consultation and we got a clear picture of the community’s vision and priorities.  This remains our guide in prioritising strategic investments and strengthening our partnerships with the community and funders. 

At the same time, we need to make critical decisions to respond to the COVID-19 pandemic and support our community’s immediate needs. These decisions will have long term impacts on the Shire’s ongoing financial position.  

We are calling on the community to scrutinise the priorities in this draft plan. Let us know if you think we have got it right or need to adjust.

PUBLIC COMMENT: Allawuna Farm Class II Landfill

The Shire has received an application to extend the period for the development to be substantially commenced to 8 March 2022 for the Construction & Use of Allawuna Farm for the purposes of a Class II Landfill. The application is now being advertised for public comment ending 4.00pm on 11 May 2020. A copy of the advertising notice can be found on the Shire website.

PARKING FOR PEOPLE WITH DISABILITY

Local governments will now have the ability to issue fines of up to $500 to people who park illegally in ACROD bays. Fines for the misuse of ACROD bays will increase from $300 to $500, with court-imposed penalties to increase from a maximum of $2,000 to $5,000.

GREEN WASTE PICK UP           

Council is providing a Green Waste Collection for residential properties within the town site boundary, in May 2020. Collection will start on the following days:

  • East of River -  11th May 2020
  • West of River - 22nd May 2020

This is a green waste collection only, no hard rubbish will be collected at this time due to risk of COVID-19 contamination.

WEED ERADICATION PROGRAM

As part of the Shire’s ongoing maintenance works, the annual weed control program will commence shortly.

Weed control will be carried out in Town along verges, footpaths, kerb lines, public access ways and main drains. Weed control on rural verges will be carried out in August before seed set, thereby reducing viable seed for next season.  Full details of the spraying program and herbicides used can be found on the Shire’s website.
