SHIRE OF YORK BUDGET - 2022/2023 FINANCIAL YEAR

SUMMARY:

  • Total operating expenditure $12.2 million
  • Capital Initiatives $7.2 million
    • More than $4.6 million for improvements to roads, bridges, drainage and footpaths
    • Plant replacement $1.2 million
    • York Swimming Pool Feasibility Study and Business Case $80k
    • Rural road tree pruning program $100k
    • ORV Area – improvements to facilities $135k
  • GRV properties average rate increase 9.6%
  • UV properties average rate increase 12.7%

The Shire of York Budget for 2022/23 has been approved, with a focus on substantially improved road infrastructure and a plant replacement program.

The 2022/23 budget of $19.4 million was compiled by LG Best Practices and Shire staff in conjunction with CEO Chris Linnell.  Funding of $8.3 million will come from Council operations, $4.6 million from external grants, with reserves $185k. There has been no new loan borrowings for this year.

The rate in the dollar increase agreed by Council for inclusion in the 2022/2023 budget is 1.5%.

This results in the following rate in the dollar amounts:

  • GRV properties are calculated at 12.9512 cents in each dollar
  • UV properties are calculated at 0.9843 cents in each dollar

Minimum rates payments are $1,080 for UV-rated properties and $1,320 for GRV-rated properties.

The Corporate Business Plan 2020 – 2024 proposed an increase of no greater than 3.00% for the 2022/23 financial year.  The proposed increase of 1.5% acknowledges the challenging financial issues being experienced across the Shire and the State.

Shire President Cr Denese Smythe says “Council recognises the impact of the current inflation rate impacting costs of living, together with the Landgate valuation increases.  We took the decision to implement a modest rate rise this year sufficient to meet our delivery model whilst creating minimal impact on the community.”

Ratepayers who pay current rates in full on or before 28 September 2022, with no outstanding rates, will qualify for a 1.5% discount applicable to the rates component only.
