Council Meetings

Council meetings are held on the fourth Tuesday of the month (except January), commencing at 5.00pm. Audit & Risk Committee Meetings are held quarterly on the second Tuesday of the month commencing at 3.00pm. The exception to this is December resulting in a shortened timeframe due to the Christmas period where the meeting cycle is bought forward one week resulting in the Council Meeting being held on the third Tuesday. Council and Audit & Risk Committee meetings are held in Council Chambers, First Floor York Town Hall.

Any changes are advertised through the website, the Shire's social media and noticeboards. Where timing allows notice is also published in the local newspaper and/or the Shire's e-Newsletter.

Special Council Meetings are held as required. These will also be advertised as required.

Meetings are open to the public and those interested are encouraged to attend.

Agenda Briefing

Agenda Briefings are held on the third Tuesday of the month (except January) commencing at 5.00pm in Council Chambers. The exception to this is December resulting in a shortened timeframe due to the Christmas period where the meeting cycle is bought forward one week resulting in the Agenda Briefing being held on the second Tuesday. Agenda Briefings provide an opportunity for Councillors to ask questions or seek clarification on matters listed in the Agenda. No debate or discussion on the Agenda reports or other topics is permitted.

Agenda Briefings are open to the public, and while no public participation can occur, attending provides an opportunity for the public to see the decision making process of Council in action.

Public Question Time – How To Ask A Question

Public Question Time is, as the name suggests, an opportunity to ask Questions of Council. Questions may be asked at an Ordinary Council Meeting on any matter affecting Council and the Shire’s operations. Questions asked at Committee meetings are to relate to the function of that Committee. Questions submitted to Special Meetings are restricted to the subject matter of that meeting.

Each questioner is limited to two (2) questions. Statements or long preamble are not permitted. Where multiple questions are formed into one sentence or paragraph these will be separated into the individual questions.

People are to put their questions in writing or in the prescribed form and submit them to the Chief Executive Officer prior to 10 am on the business day prior to the day of the meeting. This allows for an informed response to be given at the meeting. While oral questions are permitted at a meeting, these may be Taken on Notice and the response provided in the Agenda for the next Ordinary Meeting.

Questions not answered during the meeting will be taken on notice and a response provided at a later date. The response to the question(s) will also be included in the agenda and minutes of the next Ordinary Council Meeting.

Deputations

In accordance with clause 6.9 of the Shire’s Local Government (Council Meetings) Local Law 2016, a Deputation allows for up to 2 people to address Council at an Ordinary Council Meeting and speak on any matter for a period not exceeding 10 minutes (ie if you have 2 people that could be 5mins each or 3min/7min, 1 person is 10mins). Councillors can ask questions following the Deputation (but do not have to), which can be answered. This is done at Item 6.3 of the Council Agenda, prior to the consideration of any reports.

If the Deputation relates to an item on the Council Agenda, when Council is considering the report/Officer’s recommendation there is no opportunity for further input from the public but is where the debate (if necessary) between Councillors occurs. A copy of the Deputation is to be provided in writing either prior to or at the meeting for inclusion as an Appendix to the Meeting Minutes.

To enable a Deputation to occur, a written request addressed to the Chief Executive Officer needs to be received prior to the meeting. Requests for Deputations can be made via email to records@york.wa.gov.au (with Request for Deputation included in the Subject Line) or hand delivered to the Shire Administration.

Special Council Meeting - 13 January 2026 - CEO Recruitment Process

Location: Council Chambers, First Floor, York Town Hall

A Special Council Meeting will be held on Tuesday 13 January 2026 in the Council Chambers, First Floor York Town Hall, Joaquina Street, York commencing at 3.30pm.

The purpose of the meeting is to consider the:

Appointment of the Independent Member to the CEO Selection Panel
Appointment of HR Facilitator – RFQ10-2526 – Provision of Consultancy Services to Facilitate the Recruitment and Selection of a Chief Executive Officer

The meeting will be closed to the public during consideration of those reports in accordance with Sections 5.23(a) and (c) of the Local Government Act 1995 as it deals with the personal affairs of any person (Item 8.1) and a contract which may be entered into by the local government (Item 8.2).
